To study in Malaysia from Pakistan your institution applies for your Student Pass through EMGS (Education Malaysia Global Services) while you are outside Malaysia. Pakistani citizens need a Single Entry Visa, which can be applied for online. This guide covers the steps, costs and work rules.
Malaysia Student Pass process from Pakistan
- Get an offer letter from a recognised institution.
- Your institution applies through EMGS online. You must be outside Malaysia when the higher-education application is submitted.
- Receive the Visa Approval Letter (eVAL) after EMGS checks your file.
- Apply for the Single Entry Visa. Pakistan is on EMGS’s list of countries that need one. Pakistani nationals can apply for an e-Visa online, and EMGS says it takes 48 hours. Complete the Malaysia Digital Arrival Card within three days before arrival.
- After arrival, complete the compulsory medical screening at an EMGS-approved clinic within seven working days. Immigration then endorses your Student Pass.
EMGS’s client charter is 14 working days for a complete application. A secondary source says approval takes two to three weeks and advises submitting at least eight weeks before your intake.
Documents, fees and insurance
- Passport bio page, with validity of 18 months or more.
- Photo of 35 mm x 45 mm on a white background.
- Offer letter, Health Declaration Form, and academic certificates and transcripts.
- A refundable personal bond, and an English test certificate where applicable.
- Insurance recognised in Malaysia for at least 12 months, the Home Affairs approval letter and form IMM.14, according to the Immigration Department.

An older EMGS fee schedule, whose file name carries the date 2021, lists RM500 or RM1,000 for new-student processing, RM150 for the eVAL, RM50 for iKad and RM250 for the medical, plus 6% service tax. We show it only as an indication and confirm the current EMGS fees. We found no official proof-of-funds amount, no personal bond figure for Pakistan and no e-Visa fee. Health insurance is compulsory for the whole study period.
Tuition costs
Universiti Malaya publishes total programme tuition for international undergraduates (updated 22 October 2025). It runs from about RM60,900 to RM132,100 for most courses, with Pharmacy and Dentistry far higher. Accommodation is not included. We confirm the figure for your course.
Working in Malaysia as a student
EMGS says students may work up to 20 hours a week, only during semester breaks or holidays longer than 7 days, with prior Immigration approval. Approved sectors include restaurants, petrol kiosks, mini markets and hotels. The Immigration Department states the 20-hour limit without the holiday condition, and we use the stricter EMGS wording. Only public university and private institution students can apply, you need a job offer letter and an institution support letter, and violations lead to revocation of the pass.
The Graduate Social Visit Pass gives 12 months after a Malaysian bachelor’s or higher degree. Pakistan is not among the 32 eligible nationalities on the Immigration Department’s page, so we confirm other routes at your consultation. Only master’s and PhD Student Pass holders may bring dependants, who cannot work.
English requirements and entry with the HSSC
Universiti Malaya lists IELTS Academic 5.0 or TOEFL iBT 60 on a page last updated in 2021, with higher scores for some programmes. Universiti Sains Malaysia asks for IELTS 5.0 or TOEFL iBT 40. Universiti Teknologi Malaysia asks undergraduates for IELTS 5.5 or TOEFL iBT 46, and postgraduates for IELTS 6.0 or TOEFL iBT 60.
Universiti Malaya accepts A-Levels after 12 years of study and does not offer a foundation degree to international students. Universiti Sains Malaysia asks for 12 years with a Grade 12 certificate, A-Level or IB. Neither page names the HSSC, so we confirm whether it is enough for your course. The Malaysian Government’s scholarship for master’s study asks for a bachelor’s with CGPA 3.00 or Second Class Upper.
Dates, scholarships and how we help
Universiti Malaya’s page, from 2021, gives a September intake deadline of 17 June and a February deadline of 11 November, so we confirm the current dates. The Malaysia International Scholarship covers master’s and PhD tuition and RM1,500 a month. The 2026 guidelines do not name Pakistan, the 2026/27 window has closed, and no next call has been announced.
