To study in Germany from Pakistan you need an admission letter, a student visa from the German Embassy or Consulate, and proof of EUR 11,904 for the year, usually in a blocked account. Most public universities charge no tuition. This guide covers the steps and costs for 2026.
German student visa process from Pakistan
Applications run through the Federal Foreign Office’s online Consular Services Portal. An officer screens your documents first, then sends an appointment or asks for corrections. The embassy processes applications in the order received and publishes no processing time. Upload your school, bachelor’s and master’s certificates from the start, or your registration stays on hold.
The Embassy in Islamabad serves Islamabad, Punjab, Khyber Pakhtunkhwa, Gilgit-Baltistan and Azad Kashmir. The mission in Karachi serves Sindh and Balochistan. The embassy leaflet lists a visa fee of EUR 75, paid in PKR; the leaflet is undated, so confirm the amount on the portal. Certified copies in Pakistan do not need HEC attestation, according to the embassy.
- Passport valid for at least one year and three months.
- Admission letter, CV and proof of the language of instruction.
- Proof of funds (see below) and travel health insurance.
- Certificates and transcripts, and an explanation of any earlier refusals.
Blocked account and proof of funds
You must show at least EUR 992 a month, which is EUR 11,904 for 2026. Accepted proof is a blocked account, a scholarship award or a Declaration of Commitment (Verpflichtungserklärung). The figure has not changed since September 2024. A visa to look for a study place needs EUR 1,091 a month.
The embassy leaflet still shows an older amount, so use the 2026 figure and confirm with your blocked-account provider.
Admission: can you apply with the HSSC?
No. The HSSC is not equal to the German Abitur, according to DAAD Pakistan. You have two routes: finish one year of undergraduate study in the same subject at a Pakistani university, or attend a Studienkolleg in Germany and pass its entrance test, which needs basic German. For a master’s, DAAD Pakistan says you need 16 years of education, for example a BS or BEng, with documents attested by HEC. Whether a 14-year degree is accepted is not stated, so we check this per university.
Many applications go through uni-assist, which charges EUR 55 for the first application. We could not find an APS certificate requirement for Pakistan on the embassy, DAAD or uni-assist pages we checked, but confirm with your university. The winter semester application period runs from early May to 15 July, and the summer semester from early December to 15 January.

TUM has announced higher fees from winter semester 2027/28. Average student spending is about EUR 842 a month, excluding the semester contribution.
Language and English requirements
German-taught programmes usually need German at B2 or higher. English-taught programmes need English proof instead. RWTH International Academy master’s programmes ask for IELTS 6.0, and the University of Mannheim sets IELTS between 5.5 and 7.0 depending on the master’s programme.
Working while studying and after graduation
Students can work up to 140 full days or 280 half days a year, or up to 20 hours a week, according to Make it in Germany. Student assistant jobs at the university have no day limit, but you must tell the foreigners’ office. Course-required internships do not count towards the limit, while voluntary placements do. The official pages word the limit differently, so confirm with your local foreigners’ office.
After you graduate you can apply for a permit of up to 18 months to look for work in any occupation, then switch to a skilled-worker permit or an EU Blue Card. The 2026 Blue Card salary threshold is EUR 50,700, or EUR 45,934.20 for shortage occupations and recent graduates.
