Yes, you can study in the UK without IELTS – but not without proving your English. For degree-level courses, the visa rules let your university assess your English itself, which is why many universities accept alternatives such as an MOI letter, their own test or PTE.
What the visa rules actually say
For a degree-level course your English must be at CEFR level B2 (B1 below degree level). The Home Office allows a university (a Higher Education Provider) to assess your English itself for degree-level study. That is the legal basis for “without IELTS” options. Below degree level – for example some foundation and pathway courses – you usually need an approved Secure English Language Test (SELT).
UK universities without IELTS for Pakistani students: the main options
- MOI letter (Medium of Instruction): a letter from your Pakistani university or school confirming you studied in English. Some UK universities accept it for some courses.
- University’s own test or interview: an online English test or an interview run by the university.
- Other tests: PTE Academic, LanguageCert, Oxford Test of English or Duolingo, where the university accepts them.
- English-taught degree: a degree taught in English and confirmed equivalent to a UK bachelor’s by Ecctis can also prove your English.
MOI letter for UK universities
An MOI letter usually needs to be on official letterhead, signed and stamped by the registrar, and state that the whole programme was taught and assessed in English. Acceptance is decided by each university – and sometimes by each course – so never assume. We check the current position for every university on your shortlist.
PTE and Duolingo accepted universities in the UK
Many UK universities accept PTE Academic for degree-level entry, and a growing number accept the Duolingo English Test. Duolingo is not a Home Office approved SELT, so it only works where the university assesses your English itself. If you need a SELT, the approved tests taken outside the UK are IELTS for UKVI, PTE Academic UKVI, LanguageCert SELT and Skills for English UKVI.
Test acceptance can also differ by country of application. Liverpool John Moores University, for example, says it does not accept LanguageCert, Pearson Versant or ELLT from students in Pakistan – so always check the university’s page for Pakistan, not only its general English page.
English proficiency waivers
Some universities waive a test if you have strong English grades – for example in O and A levels, or high marks in intermediate English – or a recent degree from an English-taught programme. Waivers vary widely and change often.
The interview still matters
Even without a test, your English is checked. Universities often hold a pre-CAS interview, and the Home Office can interview you too. What score do you need?
The visa minimum for degree level is CEFR B2. Universities usually ask for more: many bachelor’s and master’s courses ask for IELTS 6.0–6.5 overall (or the equivalent in other tests), with minimum scores in each skill, and some courses ask for 7.0. The university’s requirement is the one that matters for your offer.

- Collect your English evidence: MOI letter, English grades, previous degree.
- Shortlist universities that accept it for your course – or that run their own test.
- Book a test as a back-up if your target universities need one.
- Practise speaking for the interview from day one.
